Terms of Service

These terms govern your use of Quorum Civil and Quorum Works, products of Synthetic Schematics LLC. If you have questions, email us at quorum.support@synthetic-schematics.com.

Accepting these terms.

By creating an account or using any Quorum product — including the Quorum Civil mobile app and the Quorum Works municipal dashboard — you agree to these Terms of Service and our Privacy Policy. If you do not agree, do not use the service.

Synthetic Schematics LLC ("we," "us," "our") may update these terms from time to time. We'll notify registered users by email if we make material changes. Continued use after notice constitutes acceptance.

What you may and may not do.

You may use Quorum to report public infrastructure issues in your municipality, vote on issues submitted by neighbors, and communicate with your local government through the platform.

You may not use Quorum as a substitute for emergency services. Quorum is not monitored in real time by any government agency. For life-threatening emergencies, call 911.

You may not impersonate another person, submit false or fabricated issue reports, or use Quorum to harass, defame, or threaten others. You may not attempt to reverse-engineer, scrape, or disrupt the platform.

Municipalities and contractors using Quorum Works may not share dashboard access credentials with unauthorized parties or use the platform to process data outside their jurisdiction.

Content ownership and license.

You retain ownership of photos and text you submit through the Quorum Civil app. By submitting content, you grant Synthetic Schematics LLC a non-exclusive, royalty-free license to display, store, and process that content as necessary to operate the service — including displaying it on the community feed and the Quorum Works municipal dashboard.

You represent that you have the right to submit any content you post, and that it does not violate the rights of any third party.

Municipal data and jurisdiction.

Issue data submitted by residents in a municipality belongs to that municipality's public record. Quorum Works subscribers (municipalities) retain the right to export their issue data at any time by contacting us.

Synthetic Schematics LLC does not sell municipal issue data to third parties. Anonymized, aggregated data may be used to improve the platform.

Municipal staff accounts are provisioned by the municipality administrator. Municipalities are responsible for ensuring their staff use the platform in compliance with applicable public records laws.

Account termination.

You may delete your account at any time by contacting us at quorum.support@synthetic-schematics.com. We will remove your personal information within 30 days.

We may suspend or terminate accounts that violate these terms, post harmful or fraudulent content, or are inactive for an extended period. We will provide notice where reasonably practicable.

Municipal Quorum Works subscriptions may be cancelled at any time. Cancellation takes effect at the end of the current billing period. No prorated refunds are issued for partial months.

Limitation of liability.

Quorum is provided as-is. Synthetic Schematics LLC makes no warranty that the service will be uninterrupted, error-free, or that reported issues will be acted upon by any municipality.

To the maximum extent permitted by law, Synthetic Schematics LLC is not liable for indirect, incidental, or consequential damages arising from your use of the platform, including any reliance on issue reports for safety-critical decisions.

Our total liability to you for any claim arising under these terms shall not exceed the amount you paid us in the twelve months preceding the claim, or $100, whichever is greater.

Governing law and disputes.

These terms are governed by the laws of the State of New Hampshire, without regard to its conflict of law provisions. Any dispute arising under these terms shall be resolved in the state or federal courts located in New Hampshire, and you consent to personal jurisdiction in those courts.

Before initiating any formal dispute, you agree to contact us at quorum.support@synthetic-schematics.com and give us 30 days to attempt an informal resolution.

Privacy.

Your use of Quorum is also governed by our Privacy Policy, which is incorporated into these terms by reference. The Privacy Policy describes what data we collect, how we use it, and your rights over it.
